The People’s Legislative Agenda

John O. Ifere — PDP Candidate for Cross River Central Senatorial District, 2027 General Election.

Human Flourishing Over Politics. Truth Over Tribe. Substance Over Slogan.

My Covenant with the People

Government must work for the people.

For too long, many communities have suffered from poor infrastructure, unemployment, insecurity, inadequate healthcare, declining educational standards and weak representation. Public office must once again become a platform for solving problems rather than accumulating privileges.

My legislative agenda is built around eight critical pillars designed to improve the quality of life of every family across Abi, Yakurr, Ikom, Etung, Boki and Obubra Local Government Areas, while contributing meaningfully to Nigeria’s national development.

Pillar 01

Economic Prosperity and Job Creation

A nation cannot prosper when its young people cannot find productive work. I will champion legislation that promotes inclusive economic growth by expanding opportunities for agriculture, manufacturing, tourism, digital innovation and small businesses.

Legislative Priorities

  1. 1Agricultural Value Chain Development
  2. 2Rural Enterprise and MSME Development
  3. 3Youth Entrepreneurship Development Fund
  4. 4Tax incentives for local manufacturing and agro-processing
  5. 5Rural Industrial Cluster Development Programme
  6. 6Digital Economy and Innovation Support Framework

Expected Outcomes

  • More jobs for young people
  • Increased household incomes
  • Stronger local businesses
  • Establishment of rural industries
  • Reduced dependence on government employment
Pillar 02

Modern Infrastructure for Sustainable Development

Infrastructure is the foundation of economic development. I will pursue legislation and rigorous oversight to accelerate federal investments in roads, bridges, electricity and water, while using legislative advocacy to attract these projects to communities across Cross River Central.

Priority Projects

  1. 1Rehabilitation of federal roads across the district
  2. 2Rural electrification projects
  3. 3Expansion of potable water schemes
  4. 4Digital connectivity for underserved communities
  5. 5Federal support for rural markets
Pillar 03

Education for the Future

Education remains the greatest equalizer. Every child deserves access to quality education regardless of location or family income.

Legislative Priorities

  1. 1Prioritise support for technical and vocational education
  2. 2STEM education promotion
  3. 3Digital classrooms initiative
  4. 4Teacher capacity development
  5. 5Scholarship support
  6. 6School infrastructure rehabilitation
  7. 7Skills acquisition linked to employment opportunities
  8. 8Facilitate strategic partnerships to position the Federal Polytechnic, Ugep for global academic collaboration — including pursuing an institutional affiliation with the California Institute of Technology (Caltech)
  9. 9Work with the NBTE, the Federal Polytechnic, Ugep and stakeholders to make the institution a national leader in Artificial Intelligence, Machine Learning and emerging technology programmes
Pillar 04

Accessible and Affordable Healthcare

Healthy people build productive societies. Access to quality healthcare should never be a privilege reserved for the wealthy but a fundamental right available to every citizen.

Legislative Priorities

  1. 1Primary and rural healthcare revitalization programme
  2. 2Maternal and Child Health Improvement Initiative
  3. 3A Bill for the establishment of a Federal Medical Centre in Central Cross River State
  4. 4Preventive healthcare and disease surveillance programmes
  5. 5Mental health awareness and treatment support
Pillar 05

Security and Community Peace

Development cannot flourish where insecurity persists. I will advocate for stronger collaboration between federal security agencies, state institutions and local communities.

Legislative Priorities

  1. 1Community Policing Support Framework
  2. 2Rural Security Enhancement Programme
  3. 3Early Warning and Conflict Prevention Systems
  4. 4Agricultural Community Protection Initiative
  5. 5Victim Support and Rehabilitation Framework
  6. 6Improved funding and oversight for security agencies
Pillar 06

Youth, Women, and Persons Living with Disabilities

No society develops when large segments of its population remain excluded. I will promote inclusive legislation that expands opportunities for every citizen.

Legislative Priorities

  1. 1Youth Employment and Enterprise
  2. 2Women's Economic Empowerment Initiative
  3. 3Disability Inclusion and Accessibility
  4. 4Leadership Development Programmes
  5. 5Skills Development Centres
  6. 6Technology Innovation Grants
  7. 7Sports Development Programmes
  8. 8Financial inclusion for women entrepreneurs
Pillar 07

Agriculture, Food Security, and Rural Development

Agriculture remains the backbone of our local economy. Our farmers deserve better support.

Legislative Priorities

  1. 1Rural Farm Roads Initiative
  2. 2Cocoa, Cassava and Oil Palm Development Programme
  3. 3Livestock Improvement Projects
  4. 4Produce Processing and Export Promotion
Pillar 08

Senatorial Constituency Engagement and Operations Plan

Effective representation goes beyond sponsoring bills. It requires continuous engagement, informed decision-making, timely communication, and a structured system for identifying community priorities — so every LGA stays connected to the legislative process.

Operating Framework

  1. 1Senatorial Liaison Officers Network in every LGA and Ward, with quarterly town halls across the six LGAs and quarterly liaison summits
  2. 2Constituency Policy and Research Think Tank — quarterly policy roundtables, a needs assessment within the first 90 days, and the Cross River Central Constituency Strategic Blueprint
  3. 3Strategic Communication and Reporting Unit — quarterly constituency intelligence reports and a digital Constituency Performance Dashboard
  4. 4Legislative Affairs and Bill Development Unit — turning community concerns into motions, bills and policy briefs
  5. 5Stakeholder Engagement and Strategic Partnership — a district-wide stakeholder database, quarterly dialogue forums, and partnerships with federal MDAs and development institutions

Critical Legislative Bills

Within my first term, I will work towards sponsoring or co-sponsoring legislation in the following areas.

  • 1National Youth Enterprise Development Bill
  • 2Technical Education Enhancement Bill
  • 3Digital Economy and Innovation Promotion Bill

Oversight Priorities

Legislation alone is not enough. I will vigorously perform oversight to ensure federal agencies deliver value for public funds.

Note: oversight responsibilities will depend on the standing committees I am appointed to serve — the prerogative of the Senate President.

My Commitment to Cross River Central

I seek not just to occupy a Senate seat, but to transform representation into measurable development.

Listening before leading
Serving before seeking recognition
Building institutions rather than personalities
Delivering measurable results rather than empty rhetoric
Protecting the interests of every community without discrimination
Promoting unity above division
Creating opportunities rather than dependency
Building hope through practical solutions

This is my covenant. This is our shared future. Together, we shall make Cross River Central a model of inclusive development, accountable leadership and human flourishing.
